Promoting Safety, Protecting Privacy: Oklahoma’s UVED Program
Statewide Effort Reduces Uninsured Driving Without Compromising Privacy
Oklahoma City — 20 October 2025 — In last week’s interim study before the House Public Safety Committee, Representative Tom Gann, R-Inola, highlighted the success of Oklahoma’s Uninsured Vehicle Enforcement Diversion (UVED) Program, managed by the Oklahoma District Attorneys Council (DAC). “We were at a crisis level in Oklahoma with the number of uninsured motorists,” Gann said, “and the legislation we put in place helped us drastically reduce that number.”
“Over the past seven years, we’ve realized a significant reduction in uninsured vehicles operating on Oklahoma roadways,” said Amanda Arnall Couch, DAC General Counsel and UVED Program Director. “UVED offers Oklahomans a chance to achieve compliance without law enforcement interaction, without criminal charges, without court costs, and without time lost from work, school, or home.”
Presenters at the interim study voiced concerns about the use of Flock cameras, which have proliferated across Oklahoma in recent years. Oklahoma’s UVED Program does not use any Flock cameras and, pursuant to statute, does not share any information obtained from its automated license plate reading (ALPR) cameras outside the Program itself. Following photocapture by a UVED camera, citizens receive notices informing them the Oklahoma Insurance Verification System (OKIVS) indicates their vehicles are uninsured. Citizens with active coverage are encouraged to contact their insurance carriers directly to resolve the discrepancy; citizens without active coverage are invited to participate in the Program by acquiring insurance and paying a diversion fee. Oklahoma’s UVED Program is dedicated to protecting citizen privacy by strictly maintaining the confidentiality of its images and records.
